Windows 7 has a bug with virtual network adapters which is fixed by an update.
Update your Windows with latest updates from Windows Update.
Also overprotective antiviruses/firewalls might block the connection. Turn them off.

Patience is the key here. It takes anything from 5 seconds to 1 minute to see the lobbies. Just let it idle on the contract list for a while, and the games will appear. Rarely it might get stuck, so if you don't see any lobbies even after a minute, just restart the game.
Forwarding port 9993 UDP might make the lobby discovery process faster.
Also this might help: Create your own lobby by clicking on an empty heist contract, then leave your lobby (quit to main menu) and open Crime.net again.
" My game is crashing "
This usually means your game files are corrupt, or you have mods installed. Many repacks are made by inexperienced people and something might be wrong.
Avoid repacks and get your game from trusted releasers like DiGITALZONE. Remove mods or reinstall the game completely. If you got IPHLPAPI.DLL or PD2HLPAPI.DLL in your game folder, remove them.

It means either your or your host's internet connection is unstable.
Usually this happens because one of you is behind a wireless connection. Use wired connection instead of wireless. Wireless connections suck, they like to drop packets a lot, and PD2 doesn't like dropped packets.

You can create a private lobby by first creating a public lobby, then let your friends join, and after that go to
Edit Game Settings => Permission => Private. After that other people can't join the lobby.
